The Deeply Municipal Meadowlark

The story
The meadowlark had been assigned to the plaza by the Department of Avian Civic Presence after failing its migratory aptitude test. It reported for duty at 08:00 each morning, standing exactly as instructed, though it had forgotten why. No one came to check. No one left. The bird did not sing. It waited, as all municipal things do, for a memo that never arrived.
The brief
A single meadowlark stands rigidly atop a concrete municipal bench in a featureless government plaza, its feathers dull gray and slightly ruffled, under flat overcast light that casts no shadows, surrounded by identical gray benches and distant, blurred bureaucratic buildings in muted beige and slate.
The painting and the story were written from this same scene, so the two describe one moment.
