The story
Harold had been waiting for the permit since Tuesday. The clerk had assured him the process was straightforward, provided he remained seated and did not cause a scene. He reviewed the bylaws in his head, adjusting his tie with a wing. The fluorescent hum was the only sound in the room. Outside, rain fell on the parking lot. He waited for his number to appear on the flickering board, feeling the weight of bureaucracy settle into his feathers.
The brief
A goosander sits upright on a beige municipal chair in a waiting room with peeling paint. Fluorescent lights cast a flat grey glow over beige walls and a scratched linoleum floor. The bird wears a small grey tie and stares forward with a dull, patient expression.
The painting and the story were written from this same scene, so the two describe one moment.
